Mr. Talib Horne is Executive Director of Bon Secours Community Works (BSCW). Since February 2015 he has been responsible for setting strategic direction, coordinating local operations for BSCW services, managing and building community and city partnerships, ensuring fiscal management, and leading and developing staff. Prior to joining BSCW, Mr. Horne was Vice President of Community Development with Living Classrooms in Baltimore for nine years where he led community and economic development activities. Mr. Horne holds an M.A. in Community Economic Development from Southern New Hampshire University School of Business and a B.S. in Economics/Political Science from St. Mary’s College, Maryland, and has studied at Oxford University. |
Department of Public Works, Office of Legislative Affairs Chief
Ms. Collins has served as the Chief of the Office of Legislative Affairs for the Department of Public Works (DPW) since 2011. She helps frame the policy issues and strategic plans for DPW initiatives and budgetary and funding needs in terms that are understandable and relevant to elected officials and the general public. Her Office is responsible for the review, analysis, and research of federal, State, and local legislation, regulations, and policies that may affect the Department’s services and responsibilities within the City and the larger metropolitan region. She directs the drafting and implementation of legislation on behalf of the Department. Ms. Collins was hired in 1980 as a public information officer by the Wastewater Engineering Division to manage the public information and participation program for the federally funded study of the wastewater treatment plants and conveyance system, the development of an industrial pretreatment program, and other Clean Water Act-related programs. Beginning in 1985 her duties expanded to include a review of federal, State, and local legislation, first in the Bureau of Water and Wastewater and by 1995, at the Department level.
Prior to working for DPW, Ms. Collins was the Baltimore Regional Planning Council’s regional coordinator for the EPA Chesapeake Bay Program for three years, the regional coordinator for a National Wildlife Federation water quality management project, and the contracts administrator for the Greater Homewood Community Corporation. Ms. Collins holds a Bachelor’s degree in Art Education from the State University of New York College at New Paltz, New York, and taught art in New York State. She completed a concentrated course in Maryland Environmental Law Compliance in 1998 and has served on the Mayor’s State Legislative Task Force since 1985. Ms. Collins was appointed by the Governor to serve as the MACo representative on the Maryland Underground Facilities Damage Prevention Authority for two terms. She is the DPW representative to the Planning Commission and is a member of APWA, WEF, WRF, and NACWA. She received the DPW “Distinguished Public Worker” coin in 2013 for her part in helping establish the local law for the City’s Stormwater Remediation Fund and Fee and is the recipient of the 2014 Richard A. Lidinsky, Sr. Honorable Mention Award for Excellence in Public Service. She was an Employee of the Month recipient in 2020.

Ms. Allen is a Baltimorean and 29-year veteran planner who was educated in Baltimore City Public Schools. Following graduate school in New York City, she immediately returned to her hometown in 1988 and began her professional career with the Baltimore City Planning Department, where she worked for 12 years. She was employed in the private sector for one year, before resuming public service with the Maryland Department of Planning, then Baltimore City Public Schools. Ms. Allen raised two sons who also matriculated through the City's school system. Now retired, she is dedicated to contributing to the further betterment of this already great city. |

With over 30 years of service to his hometown, Victor has been active on numerous City boards and commissions to include the Wage Commission, Community Relations Commission, Board of Fire Commissioners, and the Planning Commission. |

Tom Prevas is a lifelong Baltimore resident who is passionate about Baltimore City. Tom is an attorney at Saul Ewing Arnstein and Lehr, where he has worked on major brownfield redevelopments, public-private partnerships, and other transformative development projects, particularly in urban environments. Tom litigates environmental, real property, and contract disputes and advises non-profit community development corporations. Married to his wife Emily, he has two children, Lillian and Valerie. |
Eric Stephenson is the founder and President of the Sandtown South Neighborhood Alliance. He is also a member of the No Boundaries Coalition Board, an advocacy organization unifying Central West Baltimore. In addition, Eric is a member of the Harlem Park Neighborhood Council and a 2019 alumnus of the Department of Planning's Planning Academy. Eric is Project Manager for Southway Builders, a Baltimore-based general contractor specializing in affordable housing, mixed-use commercial, and school construction. |

Baltimore City Council - 11th District
In October 2014 Eric T. Costello joined the Baltimore City Council representing Baltimore's most diverse district - the 11th District, winning subsequent elections in 2016 and 2020. The 11th District includes 24 unique neighborhoods in Central West Baltimore, the Downtown Central Business District, Downtown Westside, Midtown, and the South Baltimore Peninsula. It is also home to Camden Yards, City Hall, Fort McHenry, the Inner Harbor, Lexington Market, Mercy Hospital, MICA, Port Covington, State Center, University of Baltimore, University of Maryland Baltimore, and University of Maryland Medical Center (Downtown & Midtown Campuses). As a member of the City Council, Eric works tirelessly on behalf of our residents and local businesses. He continues to use his U.S. Government Accountability Office (GAO) experience to ensure Baltimore City taxpayer dollars are expended as effectively and equitably as possible. Councilman Costello chairs the Committee on Ways & Means as well as the Biennial Audits Oversight Commission and is the City Council’s representative to the Planning Commission. |
